Yixing Capital lodged a request for environmental assessment requirements on 7 September 2026, ahead of a detailed development application and proposed changes to the site's planning controls. Willoughby City Council's subsequent advice calls for a revised scheme with a stronger response to local infrastructure needs. The requirements were issued on 1 October 2026.
472 homes proposed at 15 Help Street, Chatswood
A proposal for 15 Help Street would bring 472 apartments, retail and medical space to Chatswood. It remains at an early planning stage, with council seeking a revised scheme that better addresses local infrastructure needs.

Proposed shop-top housing, retail and medical uses
- Proposed Height
- 62 storeys
- Affordable dwellings
- 72 affordable rental apartments
- Parking
- 10 levels of basement parking
A two-storey podium would contain retail and medical tenancies. PTW's indicative drawings show space facing Help Street for restaurant, café or retail use. These are proposed uses, rather than confirmed businesses. The plans also include a publicly accessible pedestrian link between Help Street and McIntosh Street along the site's eastern boundary, together with landscaping and publicly accessible open space. No confirmed delivery date or named commercial operators were established in the material reviewed.
Existing site
The site currently contains a nine-storey office building with ground-floor retail. The proposal would replace the office-led use with housing above retail and medical tenancies.
What council wants changed
In advice dated 18 September 2026, Willoughby City Council says the proposed rezoning lacks sufficient strategic merit in its current form. It identifies a shortage of public recreation space and community facilities serving this location and says ordinary development contributions would not adequately address the proposal's additional demands. Council also wants an explanation for the increase from 379 homes in the earlier Housing Delivery Authority proposal to 472 in the scoping report. It argues that the site should be considered through the Chatswood CBD masterplan and calls for a revised proposal.
